(Q) Can 40bit and 64bit encryption levels work together?
(A) 40bit WEP and 64bit WEP are actually the same thing. Manufacturers have not standardized on the terminology they use but it is the same exact thing. They are both essentially 64 bit encryption schemes.
(Q) Can 40/60bit and 128bit WEP devices talk to each other?
(A) They will be able to talk to each other but only at 64bit and only if your 128bit devices have the option to use 64bit WEP. Not all 128bit devices give you this option.
(Q) Entering a HEX WEP key on a lucent product
(A) Lucent defaults to allowing you to enter ASCII WEP keys. To enter a HEX hey, use the "0x" prefix. Note the 'x' must be lower case.

(Q) How many characters are ASCII based WEP keys?
(A) 40/64 bit = 5 characters
128 bit = 13 characters
(Q) How many characters are HEX based WEP keys?
(A) 40/64bit = 10 characters
